The Mary Harvin Senior Center






One year to the day after its destruction by massive fire, Maryland Governor Larry S. Hogan and Baltimore Mayor Stephanie Rawlings-Blake joined Kevin Bell, senior vice president of The Woda Group, Inc., Dr. Donte’ L. Hickman, Sr., pastor, Southern Baptist Church, state, city officials and community members to celebrate the completion of the Mary Harvin Senior Center.


Located at 1600 N. Chester Street, the building was approximately 45% complete when it was tragically destroyed by fire during the unrest on the evening of April 27, 2015.  Today, the $15 million housing development has replaced a blighted block with 61 units of affordable senior housing and services, counseling and job training space. Its completion moves the community and its partners one step closer to the shared goal of neighborhood renewal and community transformation.

With immediate and strong support from the State Department of Housing and Community Development, Baltimore Housing, and the project’s financial partners, Hudson Housing Capital and Capital One Bank, Woda moved with determination to reconstruct the project.  After restarting construction, the Mary Harvin Senior Center was completed 69 days ahead of the scheduled completion date.

 “The Mary Harvin Senior Center is a prime example of what can happen when the state, city and business community work together,” said Governor Larry Hogan. “This center will be a source of inspiration for Baltimore City residents and all of Maryland and our administration is proud to support a project that will not only provide affordable senior housing and other services to the community, but also is another step forward in providing a safer, healthier, and more attractive space for families to live and work.” 

The building honors the memory of Ms. Mary Harvin (1916-2005) a founding member of Southern Baptist Church. Ms. Harvin’s leadership was vital to Southern and to the community she serves. The exceptional housing offered by the Mary Harvin Senior Center honors the value Ms. Harvin placed on quality of life. The building’s 61 spacious, one-bedroom units include seven (7) fully accessible ADA units and two (2) Hearing and Vision Impaired (HVI) units ranging from 695-735 square feet. Rents range from $342.00 - $575.00/month.  

The Mary Harvin Senior Center is the latest success story of government and private resources coming together for the betterment of Baltimore’s communities. Today’s opening brings to a triumphant conclusion the collaboration begun five years ago between The Woda Group, Inc. and Southern Baptist Church.

In January, The Woda Group, Inc. was named winner of the 2016 Developments of Distinction Awards by the Novogradac Journal of Tax Credits.  The award recognizes Woda’s efforts to rebuild the Mary Harvin Senior Center as the “LIHTC Development that Best Reflects Market Success in Overcoming Significant Obstacles.”
